Whenever we go to Israel, we use a combination of transport options. It's easy to get from the airport to Tel-Aviv or Jerusalem or to travel between the two on public transport. We've even used the buses from Jerusalem to Ein Gedi at the Dead Sea. When we go further afield, we rent a car. The roads are well-maintained and easy to navigate. But be warned, if you don't possess an American credit card, you may have to pay a hefty deposit before they release the vehicle. If this is an issue, check in advance with the car rental company you wish to hire a car from.
